Education levels and the Common European Framework (CEF)


Streamline applies the latest European standards in teaching foreign languages. The main principles of language instruction and course syllabuses are based on the unified system of assessing students’ knowledge known as the Common European Framework (C.E.F.). The level of language proficiency stated on Streamline certificates corresponds to the C.E.F. scale. The main textbook for the General English Course, Longman’s New Cutting Edge (2005 edition), as well as the main textbooks for courses in other languages, fully comply with the Common European Framework requirements.

The common system of assessing foreign language proficiency was developed by the European Council with the purpose of unifying earlier country-specific systems of evaluation. The overall aim of the C.E.F. project is ‘to achieve greater unity among its [European] members’ and ‘to promote the national and international collaboration … in the development of methods of teaching and evaluation in the field of modern language learning…’ In creating the unified criteria for language knowledge assessment, the C.E.F. has established the foundation for mutual recognition of foreign language qualifications throughout Europe, thus making the process of educational exchange and labor migration significantly easier.

In accordance with the C.E.F. scale, students’ foreign language proficiency is measured in six levels (from the lowest A1 to the highest C2) with the help of the ‘can-do’ formula, i.e. the set of language skills a student can demonstrate.

Course Levels at Streamline:
The full program of comprehensive study of the English language includes six levels: Beginner/ Elementary, Pre-Intermediate, Intermediate, Upper-Intermediate, Advanced, and Proficiency.
The full program of comprehensive study of the German language includes five levels: Grundstufe 1, Grundstufe 2, Mittelstufe 1, Mittelstufe 2, and Oberstufe.
The French language program includes three levels: Elementaire, Medium, and Avance.
The Italian language program includes three levels: Principale, Intermedio, and Superiore.
The Spanish, Polish, Czech, and Chinese language programs include two levels: Beginner/ Elementary and Intermediate.

Upon completion of a course level students can do the following:
- Elementary/ Grundstufe 1 – speak on basic everyday topics using limited vocabulary;
- Pre-Intermediate/ Grundstufe 2 – speak on most everyday topics using wider vocabulary;
- Intermediate/ Mittelstufe 1 – speak with a certain degree of fluency on any topic using extensive vocabulary;
- Upper-Intermediate/ Mittelstufe 2 – speak fluently on any topic;
- Advanced/ Oberstufe – speak with near-native fluency on any topic;
- Proficiency – speak with native fluency on any topic using complex vocabulary.
